Roger Cook
DCI, Head of Unit

DCI Roger Cook has over 18 years service with the City of London Police (the majority spent in fraud investigation) with previous managerial experience in the retail and manufacturing industry. He holds a Science Degree from Exeter University (but freely admits he hasn’t had much cause to use his Zoology skills in the policing role!).

Between October 2002 and February 2005 he was the Det. Inspector in charge of the City of London Police Cheque and Credit Card Unit.

In March 2005 he succeeded DCI Tony Thomas as Head of Unit at the Dedicated Cheque and Plastic Crime Unit (DCPCU), an industry sponsored joint public/private initiative resourced by City of London and Metropolitan Police along with APACS employees from the banking industry.

The unit is at the forefront of the fight against serious and organised cheque and credit card crime in the U.K. and beyond, employing cutting edge technology and investigative methods to disrupt and prosecute criminal gangs.
It is heavily reliant on close cooperation and exchange of intelligence with the banking industry through APACS Fraud Intelligence Bureau.

Following the success of the two-year pilot, the unit is now substantiated as a Centre of Excellence for investigation of this growing area of criminality and in mid 2005 recorded overall estimated savings to the industry of over £100 million!

He chairs the ACPO working group on Cheque and Credit Card Fraud and sits on a number of related multi-agency groups including an E.U. subgroup on Fraud Prevention consisting of experts in Non-cash Payment Fraud.
